Question
The engine sseems to run well but will accassionally back fire usually turn it off,but mostly when the blades are engaged it slows down rpm. How do I get more hp?

Answer
If it is not maintaining its rpm under load its because the governor is not working properly.  Perhaps its just a simple adjustment, or perhaps its a bad gov gear which is located inside the engine.  Tampering with a gov gear is not suggested unless you are very mechanically inclined.  A wrong setting can seriously damage your engine often beyond repair.

the backfiring you are talking about sounds like your fuel solenoid is not shutting off properly.  Do you have a wire running to the bottom of the carb?  Is it disconnected by chance?  If connected you should not have this problem.  sometimes dirt in the inlet jet will cause fuel to bypass the shutoff and cause the backfire you speak of.
