Small Engines (Lawn Mowers, etc.): montgomery WARDs power kraft rototiller, briggs rust and water

my neighbor has recently acquired a Montgomery Wards power Kraft 5hp 206cc rototiller. he is looking for a maint. manual and parts book so he can repair it. The problem is/was it was sitting for a while and had some starting problems. found out had some water in the tank, drained it and put fresh in.

He is able to get spark but no pop. not sure what is going on with it. Looked up on the side for a model # and this is what was found  130292 0803 038008 0606

Any info would greatly be helpful.

Parts lists are available at most websites that sell Briggs parts.  Feel free to use the one at my shop's website for looking up parts and for diagrams of the engine.

The Briggs service manual is available through anybody who sells Briggs parts and is part number 270962.  There is also a Clymer manual available, http://www.amazon.com/Briggs-Stratton-L-Head-Engines-Morlan/dp/0892876166

These tanks are rather bad about rusting and the carbs are easily stopped up by that rust.  Replacing the diaphragm and spring on the side of the carb is a normal maintenance item for this carb as well.
