Small Engines (Lawn Mowers, etc.): Sears Rotary Lawn Mower #917-377190, gear case, gear assembly

Question
Do you know how difficult it is to replace the Gear Case Assembly?  Suspect that is the problem. Self propel not working.  Front wheels are locked.  Cable handle will only push half way and not engage. Cable is not broken.  Belt is okay. Gear Case looks like a sealed unit???  According to Sears parts direct online site, the substituted part # is 187211.  Would like to order replacement only their online site is not working right to place an order.  Is this the most likely cause for the self propel to not work?
Thank you.
