Small Engines (Lawn Mowers, etc.): Honda outboard BF2A, boat motors, fuel line


Question
My outboard runs fine - until, when I come off the lake, and tilt the motor "up" out of the water. Next day, tilt motor down. It won't start. Leave it in that position for while, and it will start. Problem repeats itself every day.
Any ideas? Carb has been cleaned twice. Bad needle or seat?

Well, I have not seen or worked on one of these, so I will be
speaking generally.  These carbs are mean to run only in the down/run
position, so tilting them would dump the fuel out of the bowl, either it would dribble out, or maybe into the engine, so then when tilted back to the down or run position, the bowl should be empty.
Does the fuel line have a primer pump?  Or is the fuel tank above the engine?
    Either the bowl is dry or empty, or else it might be flooded.

I do not work on boat motors, so I may be way off base.  Let me know.
