Small Engines (Lawn Mowers, etc.): Briggs and stratton electrical problem, briggs and stratton, jumper cable

QUESTION: Scag Tiger Cub, Model STC48V-24BS, with a Briggs and Stratton 44P700, 24hp gasoline engine. Mower is 2 years old with 89 hours.
    The mower was running fine, ran out of gas in one tank. Engine stopped, I switched tanks and tried to restart. Nothing, just clicking. Battery is fine. Tried crossing the solanoid. Nothing. Replaced the solanoid. No change. Mower was never hard to start. I am stumped as how to track the problem. I do not think the starter was overheated because it was never hard to start.  I hope the problem is not the starter because it is hard to get to.


ANSWER: Can you get a jumper cable freom the positive post of the battery to the starter cable post?

QUESTION: Ok, I bypassed the solenoid. The starter did not respond.
The starter is attached with two 1/2' bolts at the top of the starter. I can get to the left bolt but the right bolt is behind part of the starter pinion gear. Do I have to remove the starter drive to get to this bolt? If so how do I remove the C shaped retaining ring? This is starting to go above my pay grade!

Do your starter bolts come in from the side or top?  

If the starter didn't spin when jumping from the positive post on the battery, and the battery is fully charged and showing 12 volts, then check the continuity between the starter and engine and the engine and the mower frame.  Also the negative post to the engine, the starter body and the frame.  I'd do this before removing the starter.
