Small Engines (Lawn Mowers, etc.): engine building, valve lifters, briggs and stratton

Question
i have a 18 hp briggs and stratton opposed twin cylinder. i recently tore down everything and had the block bored and honed and the heads shaved. i have everything put back on except the valve lifters and cam. My question is what is the best way and maybe the easiest way to put the lifters in along with the cam? the lifters are giving me a lot of trouble to put in. the model and everything is 422707-1522-01. Any advise would be muchly appreciated. Thanks
