Small Engines (Lawn Mowers, etc.): Victa 16, overhead valve engines, briggs and stratton

QUESTION: Hi John.... I have been given a Victa Imperial 16" mower as the guy said it was no good, I proved him wrong by getting it started and mowed the lawn with it, but its ver eratic in its mowing and rev's the engine and when you lower the rev's it dies on me. When its going it drags me around the lawn it moves so quickly and it's very hard to control...??
Is it possible to download the opperating manual from the web and even a parts list/diagram so I can see what parts are missing etc etc.
