Small Engines (Lawn Mowers, etc.): Valve timing on GCV160, honda 4 stroke, question pool

I found this mower in the alley. The blade is badly bent and when you try to start it, there is a backfire out the carb. Blade is now replaced and flywheel key is OK. How do you check valve timing on this engine? I see there is a timing belt and valves appear to move correctly in correlation with piston, But I am wondering if it has skipped a tooth or two. If timing is off, how do you correct it? Engine Family 3HNXS 1871AK
