Small Engines (Lawn Mowers, etc.): 5hp Honda, fuel drain, engine fuel

I bought a brand new 5hp Honda GC160. I opened it up, topped off the oil and gas and tried to start. It seems to be "drowning" itself. If I remove the fuel line and pull it a few times it will fire and run until the fuel in the carb. runs out. I found a suggestion on a forum to someone with the same problem. It said the bar running from the block to the carb allows the throttle to open until the engine starts then returns to normal and this being adjusted incorrectly may cause the flooding problem. Please advise, I am very frustrated with my shiny, brand new piece of unreturnable scrap metal. Thank you.

Did you purchase the engine from a dealer or online?  Can you move the "bar", I believe you are talking about the governor arm, by hand?  Does it move freely?  Did the engine come with an owner's manual?  If so, see the section on draining the carb.  

It is possible the carburetor float is not working correctly.  Shut-off the engine fuel, drain carb as directed in the owner's manual, then turn on fuel and at the same time use a screwdriver handl and gently tap on the carburetor float bowl to vibrate the fuel/carb bowl.  This may cause the float to start working.
