Small Engines (Lawn Mowers, etc.): SNOW THROWER FRICTION WHEEL, friction wheel, craftsman model

QUESTION: Hi John,
My Craftsman Model 536.887251 snow thrower's friction wheel is engaged with the swing plate and will not release. I found a tension spring off and replaced it but it didn't solve the problem. The only way to get it to turn freely is by applying downward pressure on the swing plate. I checked cable tension and alignment of the friction wheel and all are in specs.

QUESTION: Hi John,
  All the springs are now connected. I found the right side Swing Plate spring off upon inspection. The Swing Plate is flush against the top of the bottom alignment tab.  It cannot go down any further to take tension off the Friction Wheel. I'm beginning to think maybe the Friction Pulley is the problem. It seems that is the only part that could be possible broken and is keeping constant pressure on the Friction Wheel. I took the belt off and it spins freely when I put pressure on the Plate but could a bearing have come loose causing it to ride higher on the shaft? It seems like 1/4" is all that is needed for the drive to work properly.
