Small Engines (Lawn Mowers, etc.): NOMA snowblower drive skipping, noma snow thrower, lever assembly

Thank you very much for your help regarding the JACK, ASSY#41-36T&7T" (ref. no. 275) for my NOMA  snow thrower model # F2784-000. There was no adjustment we saw, but the difficult bolt was held and the bearing turned to thread the nut. We managed to install the parts and the unit ran well until the traction failed again. This time it appears to be (ref. no. 190) 579941E701MA Lever, Assembly Tract Clutch (replaces 579941)
The levers appeared welded to the shaft so our thought was replacement would be necessary.
Is repair possible?
Is that the part I need? Are there any others I should be aware of and possibly get? Would it entail similar  disassembly again like last time? Is this repair a worthy goal?
Have you any tips or thoughts you could share?
