Answer
Hello Randy:

Usually if the Engine Does Not have a 12 VDC Electric Starter or the Carburetor Solenoid, then there is No Stator/Charging Coil/Magneto Under the Flywheel to Operate Any 12 VDC Accessories. You Might be able to Add the Stator (charging system) to this Engine. You can View a Breakdown of the Unit at this Site Addy; http://savillesequip.com/ and Select Shop Online Parts Look Up. Then Select Toro Consumer Products File. I Located the Same Number of Toro Snow Throwers in the Microfiche and Online. The Numbers you Sent me Look like the Serial Numbers Off the Unit Minus 1 Digit. The Model Number for this Unit should Start with a 3. Example: 38050-724. Send me the Model Numbers Off the Unit, Please. With these I can Locate the Proper Manual and Better Assist you.  **If you Need Assistance in Locating the Model Numbers, then You can Go to this Site Addy; https://lookup3.toro.com/partdex/default.cfm and Select Step 1.** Thanks.
