Runs great for the first 20 minutes or so, then under load will at times sputter and act like it starved for gas. Partial chock helps somewhat or just letting it stand and, "catch it's breath."  I have drained the carb fuel bowel and blowen out the lines.  Aside from this problem, it acts the a new machine

Most likely there is some debris in the carburetor from what you described.  Partial choke provides a richer, more fuel to the engine, so the carb must be running lean.  A small drop of water in the carburetor can cause the problem.  Did you remove the carburetor and blow compressed air from an air compressor through all the carburetor orfices?
