Small Engines (Lawn Mowers, etc.): Turns slowly / wont start, briggs stratton, shaft model

I have a Craftsman LT-1000 Lawn Tractor with a Briggs & Stratton Intek Vertical OHV Engine with Electric Start — 17.5 HP, 1in. x 3 5/32in. Shaft, Model# 31G707-0026-G1.
When I attempt to start it, it turns only one revolution at a time while quickly draining the battery.  I have replaced the battery with no change in symptom.
Could the starter motor be bad?

As long as you bought the right battery, some people buy the cheapest one they can find which is usually a low cranking amp battery. If you have the right battery, and it only turns one revolution before stopping could be multiple things. First pull the spark plug and turn it over, does oil, and gas blow out of the cylinder? You maybe have flooded the cylinder so full of fuel it can't compress it called hydo-locked. If that's not the case sure the starter could be weak, you'll need to pull it, and bench test it. Unless you have a meter to check how much amperage it's pulling you'll have to guess if it's too weak or not, or bring it to your local small engine shop to check for you. Other than that the compression release may not be working correctly, which will cause the cylinder to build too much compression to turn over.............Tom
