Small Engines (Lawn Mowers, etc.): Toro 832 not started in 5 years, fuel line filter, briggs stratton engine

I did some searching, but couldn't find what I suspect is ever-asked question - my apologies in advance...

Picked up what appears to be a very good condition (outside anyway)Toro 832 2-stage snowerblower.  Based on what I can find, I'd say mid-late 80s.  I am wanting to know what I need to do to properly start it as it hasn't been started in 5 years I was told.  Here's what I was told or have observed:

1) Previous owner seemed pretty aware of maintenance - claimed he had it serviced once a year

2) Outside, it's very clean - even the auger area has very few scrapes

3) Right now the gas tank is empty.  I shined a light in there and it doesn't look rusted.  But there appears to be some red-ish film (here & there film - no depth at all) on the bottom of the gas tank - a bit more red than say motor oil.  The tank smells of gas, but also something a bit sweet (sounds weird, I know) - but mostly gas smell.

4) The Briggs & Stratton engine is model 190402, type 0754-01, Code 73050111.  Crankcase oil recommended is designated MS, SC or SD SAE 5-20

5) Previous owner says it always ran great & throws snow like very well

6) The chute rotates freely with little play, the auger blade spins seems to spin easily as well.  Again, this thing looks top-shelf.  Of course, I will change out the oil & filter, plug - but what else should I do (fuel line filter that is visible, is there an air filter?, etc...)?

I have basic wrenching skills & will be ordering a manual.

The first thing you do is go to www.Toro.com and click on homeowner.  Once there get into the customer care section.  At this point, you will see a link to parts catalogs this will get you to the product center where you can enter your model and serial number and pull-up all the information about your snowthrower.  You will be able to view illustrated parts lists owners manuals and service manuals.

Probably the thing you'll have to do is thoroughly clean the fuel system.  This would start by flushing the tank flushing the fuel line and rebuilding the carburetor.  I would start with removing the carburetor and fuel lines and back flush the tank at the outlet tried to get as much of the residue in the bottom of the tank out as you can because anything floating in the gas will end up in your carburetor.  Next take apart the carburetor and clean every air and fuel passages with a wire from a wire tie blowout all passages with carburetor cleaner and compressed air purchase a carburetor kit from your dealer along with new mounting gaskets new fuel lines and fuel filter installed the carburetor kit and remount carburetor using new mounting gaskets the main adjustment screw at the bottom of the bowl should be turned in until it lightly seats and then backed out one and a half turns.  Hook up your throttle and choke and install your new fuel lines and fuel filter be sure that filter is in the correct way there will be in arrow on it indicating fuel flow.  Fill the tank with fresh fuel put in a new spark plug change the oil in you should be good to go.  I hope this information helps you out good luck on your project.
