Small Engines (Lawn Mowers, etc.): Kirby Tecumseh, scott bonner, plug gap

Question
Yes, I need big help.  My Kirby Tecumseh engine has these numbers: H4-4A; X3 28045.  I bought it from a fellow (Scott-Bonner mower) from a fellow years ago (he deciding on a gardener).  It was running, at the time.  Now, I've cleaned it up, new fuel lines, carb (really cleaned it), new Champion J8 plug, getting good spark, fuel getting to chamber, won't start, not even an indication of starting, nothing--I figure (here we go) timing must be fine, because it was running years ago, when bought (and I did no "touching" there).  Any suggestions?  Now I'd like to have, if I may, the specifications, points gap, distance between armature and fly wheel, plug gap, and anything else.        Many thanks,     Chips

Answer
Plug gap 0.25
points gap 0.10
armature gap, the thickness or a business card
turn carb adjustment screws all way in and then out 2 turns, start, warm up and make adjustments.

If none of this works, remove and rebuild carb using new kit and mounting gaskets.  use a wire from a wire tie to clean all air and fuel passages blow out with carb cleaner.  Put in new head gasket and check valve clearance.  fresh fuel and oil and give it a try
