Small Engines (Lawn Mowers, etc.): 20hp kohler carb, throttle cables, dirty fuel

have a 20hp kohler and if i increase/decrease the throttle too quickly itll die out.  It will only let me slowly increase/decrease it and itll kinda sputter itself slowly up.  Would this be an adjustment or clean the carb out or could it be something else like the valve clearance?

More than likely a dirty fuel system.  Start at the fuel cap and clean the vent, then back flush the fuel outlet and flush the lines.  Then remove the carb and disassemble it.  Clean all air and fuel passages with a wire from a wire tie and blow out with carb cleaner or compressed air.  Reassemble using new carb kit and use new mounting gaskets.  Hook up choke and throttle cables replace the fuel filter and this should do it.
