Question
Wheels do not turn and the unit does not roll, no matter Drive Control is disengaged or engaged; no matter engine is powered or not. Cable is adjusted but the unit still doesn't move. Thanks.

The first thing to check is the belt that goes from the engine to the drive holy is the belt in good condition and under tension.  Then work from that point out if the pulley is turning is the input shaft to the dry system working if the input shaft drive system is working then you could have internal drive or differential issues depending upon the drive system this manufacturer used.  Put the back of the stove for upon a block and remove the rear plate that covers the transmission area follow the drives linkage to be sure it is operating properly.  If this is a transmission you may have shift key issues inside the transmission or a broken gear.  If it is a disk drive system where there is a rubber coated disk it turns on a large aluminum plate the problem could be in the differential.  The differential allows one wheel to turn forward and one wheel to turn backward so you can to earn the unit.  To inspect this area remove the wheels and turned the input shaft to see if the output shaft also turns then placed the unit in neutral and see if the output shafts can be turned individual if not remove the differential or transmission and replace or repair it.  Please get back to us if you need more information.
