Dodge Repair: belts, power steering pump, belt tension

1999 dodge stratus 2.4 dohc
ok im trying to change the belt for my fiances power steering i have good knowledge of cars and their basics im no ase certified mechanic. when she turns the wheel the belt jumps also making it very hard to turn the wheel which tells me the power steering belt is loose i dont see a tensioner  i also only see one belt the one that is jumping. do you have any tips to help me change that belt since there is no tensioner that i can see. also on this model car am i changing the right belt because auto zone said there were two belts but i can only see one and the noise and jumping is coming from the larger belt which is a six rib belt. if you have anything that can help me with changing the belt it would be much appreciated. thanks brian

AIR CONDITIONING COMPRESSOR AND GENERATOR BELT
Accessory Drive Belt System - 2.0/2.4L Engines
1.Loosen T-Bolt locking nut A and pivot bolt B to remove and install Poly V belt and/or adjust belt tension Air Conditioning Compressor and Generator Belt Adjustment
2.Tighten adjusting bolt to adjust belt tension to specification shown in Belt Tension Chart.
3.Tighten T-Bolt locking nut A and pivot bolt B to 54 N·m (40 ft. lbs.) Air Conditioning Compressor and Generator Belt Adjustment
POWER STEERING PUMP BELT
1.From the top of the vehicle loosen pivot bolt C.
2.From under the vehicle loosen locking bolts D and E Power Steering Belt Adjustment
3.Install the belt. Adjust belt tension with 1/2 in. breaker bar installed in adjusting bracket. See Belt Tension Chart.
4.Tighten locking bolt D to 54 N·m (40 ft. lbs.) Power Steering Belt Adjustment
5.Tighten locking bolt E to 28 N·m (250 in. lbs.)
6.Tighten pivot bolt C to 54 N·m (40 ft. lbs.)
