Answer
First turn off ALL CAPS it is very hard to read.

The oiler is a small pump behind the clutch.  Remove the bar and locate the clutch.  You will probably have to remove it from the crankshaft.  This will require special tools. You can purchase clutch removal tools for your saw on the Internet or take the saw to a dealer for repair.

If you choose to purchase the tools, remove the clutch and the pump is driven by a helical gear cut into the crankshaft.   There is a rebuild kit available for the pump from a dealer or on line.  Be sure to pull the oil filter from the oil tank and replace it too.
