Why does it blow the fuse when I turn on the key with the battery voltage going to the coil as per the manual? When I checked for resistance on the primary side there is none. Bought a new coil and it has the same resistance.

If you are blowing a fuse when you turn the key and more than likely is not the engine.  You have a short in your start circuit.  The start circuit includes the key switch, the seat switch, the PTO switch, the brake switch and all the wiring.  Someplace along that line you have a bare wire touching metal.  It could be a bold sticking into the wire harness or a loose connection.  If there is a wiring schematic in your owner's manual it will take you through the circuit.  Good luck on the difficult problem.
