Small Engines (Lawn Mowers, etc.): Pressure washer wont re-start, recoil starter, honda gc160

I borrowed an Excell VR2522 Pressure washer from an acquaintance.  It was working fine.  When it ran out of fuel the first time, I refilled it - no problem.  The second time it ran out, I refilled it, but it would not re-start.  When you pull on the starter cord, it extends about 6" and comes to a dead stop.  I can see a pawl is stopping it.  This unit has an IC2 pump and a Honda GC160 engine.  I have checked the oil level and it is fine.

First remove the starter housing along with the blower housing.  It covers the engine flywheel.  Can you slowly turn the engine over?  If so the problem is in the starter. If the starter pawl is sticking out and not returning to the run position replace the recoil starter or tear it down and find the broken part in the starter mechanism.  If the engine will not turn remove it from the pump and determine if it is the engine or pump. Once you do that get back to me.
