Fred, I'm having trouble starting my Toro snow blower Model #38035. I'm getting plenty of spark. Replaced float because of age(1984) of unit, disassembled carb and cleaned well, then reassembled and adjusted carb according to manual. This blower has not been used that much over the years. Plug seems moist when I check it but getting a lot of spitting out of the carb when I turn her over. I can't find a service manual (down loadable) on line for this Techumsi. Thanks, Gary

If you have good spark and good compression it has to be fuel.  Head gasket is good?  Engine was not seized?  if mot remove, clean and replace the entire fuel system.

Start with the tank and cap.  Be sure there is no residue in it or where the fuel line attaches.  Inspect fuel line. If in question at all replace it.  Remove the carburetor and disassemble.  Take a wire from a twist tie and clean ALL air and duel passages.  Blow out with compressed air, if you do not have a compressor use canned air used to clean electronics.  Install needle,seat and all o rings and gaskets.  Lightly seat the carb adjustment screws.  Turn main jet out 1.5 turns or more if necessary.  Adjust throttle and choke cable.  put a small amount of fuel in the tank.  Start engine and let warm up.  Adjust carb main heet settings as needed.  Do dot lean it out too much or it will run to hot. When done put stabilizer in the fuel run engine for 40 min close fuel valve and put away till winter.
