Small Engines (Lawn Mowers, etc.): just trying to identify some things, horizontal shaft, engine numbers

I have a homemade go kart i just got and i need to do alot of work to get it set up properly and im trying to figure out what the small levers on the side of the engine are that my throttle is connected to. there is nothing even hooked to the carb i wanted to know if i need these connected as well as the carb or can ignore them? im sorry i dont know the engine numbers but its an older model B&S i/c 16hp with the horizontal shaft the levers are small and have several hoes in them. if your looking at the shaft they would be on the right side of the engine.

16 hp?...Going to be one mean little cart. Each one is so different Robert, without knowing the Briggs model number I'm lost as far as guiding you through. Each engines throttle set up is so different. No they in fact must be connected. One is your throttle control, the other the governor. Furnish me with the numbers, and perhaps I can help you after identifying the model engine........Tom
