QUESTION: I've cleaned the entire engine except the crankcase, i've put clean gas in, and yet my engine will start but not stay running. When I start it it sounds strong then putters out rather quickly. I was thinking that maybe the problem was the timing but I have no idea how to adjust the engine or if that's even the problem. What do you think i need to do to fix it?

  Could be needing a magneto regap or a condenser and points but your local shop needs to do that because they have the right tools for the job the Magneto Gaps are .025" about the thickness of a matchbook cover that you can do yourself but the condenser is for the shop

QUESTION: ok i found that the adustment gas adustment on the carb is the problem the person i bough it from closed it not letting it get enough gas. but now that i opened it will run not great but it will run but when i stop the engine the gas continues to flow and will flow through the air filter and drip on the ground how can i fix this?

Its wonderful you discovered the issue But now from what your telling me the fuel float is stuck in the open position If it has a Bowl on it and I am sure it does the float inside my just need a replacement a pinhole allows it to fill and that makes it stick open.
But try this.
close the fuel valve all the way and unscrew it 1 1/2 turns open and try that if it wont start then continue 1/2 turn until it does kill it if it drips then the carb may just be in need of a new float
