Small Engines (Lawn Mowers, etc.): kohler CV14S camshaft, craftsman riding mower, combustion chamber

I have a Craftsman riding mower with a Kohler CV14S engine in it, I had some
problems with the engine and found that the lever on the camshaft that controls
a pin that goes through the camshaft gear to the exhaust lobe and turns to keep
the exhaust valve from closing all the way had broke. I think it acts as a
compression release until the engine hits a certain speed. if that is correct can it
be removed so there is no compression release or could I damage the engine?

  Yes removal could potentially cause irreversable Damage to the Engine itself The Release is there Because under idle speeds the engine needs to relieve back pressure from the combustion chamber removal of this device will allow backpressure to build up and will put unecessary strain and wear on the Piston and rings thus causing it to rupture a ring and destroy the piston sleeve wall
