Small Engines (Lawn Mowers, etc.): B&S Starter R&R, starter clutch, correct tools

Question
This is a Briggs 10.0 HP 19G400 series (19G432 Type 1182 E1) on a Sears Chipper. The pull starter was working fine, then next start the rope pulls out fine, rewinds fine, no resistance or sound. Does that indicate a specific problem? I found a parts diagram on line, but not a remove/replace instruction.

Web searches found some ideas for various engines, but none that looked like this engine and few troubleshooting options without removing the assembly - and this one looks too different from the lawnmowers I've worked on.

Thanks for any suggestions.
