hi im trying to get my honda ex 1000 generator running. ive disassembled the and cleaned the carburator very thouroughly and i have replaced and gapped the spark plug and done all the proper maintinence to it. the problem lies in the governor i think. it hunts and sureges after about 10 seconds after being started. it starts just fine and runs fine no smoke no sputtering. it just hunts and surges. its got brand new gas and i did not remove the governor arm 2 remove the carburator. im quite stumped as to why this generator hunts and surges please give me some advice

Is there an auto-idle on the generator?.  What this does is return the engine idle.  When there is no load on the generator or when there is a load on the generator automatically brings it up to speed.  This could be faulty and causing your problem.  

The other thing that will cause surging is lean fuel conditions.  The engine would sound like it is running out of gas.  Be sure the main nozzle and idle passages are clean in the carburetor.  If you have tag wire poke it through to be sure.  

This can be caused by an obstruction in the fuel tank screen.  Remove the fuel shutoff valve and thoroughly clean it probe into the hole it came out of and be sure there is no up structure.  Run fluid through the fuel lines to be sure there is no obstruction.  If there is a fuel filter, replace it.  Good luck
