Small Engines (Lawn Mowers, etc.): toro gts rear bagger, head gasket, air leak

Hi, I have a toro 21 inch rear bagger. It mows fine but the engine runs faster and slower to the point where it sounds like it will shut off. Like i said everything works fine, but i know they might be something wrong with the governor.

Could be the governor but I wold check for an air leak in the fuel system.  Loose carb mounting bolts, missing or damaged gaskets, fuel line pinched.  Check the vent in the fuel cap too. Lastly I would check the head gasket if you find nothing else.  Hope it helps.
