Small Engines (Lawn Mowers, etc.): Engine will not start, solenoid, scotts

I have a Scotts L2548.  The engine will not start.  I have checked the battery, fuse, and solenoid and all are in working condition.  My manual indicates that I might have a defective switch.  How do I know which switch to replace first?

How did you test the solenoid?  Does the solenoid click when you turn the key while sitting the seat with the brake set and PTO off?  

Do you have 12.6 volts in the battery?

The first switch to check is the seat switch.  When you sit on it is closed and open when not.  The same is true of the brake/clutch switch.

You should also check the grounds.  There are more than just battery ground. If you have a wiring schematic you will see them.
