Small Engines (Lawn Mowers, etc.): Lawnmower will not start, electro magnet, safety switches

Craftsman LTX 1000, Model # 917.272450. Replaced switch and solenoid with no results. Starter is good. It's getting no voltage to the small terminals on the solenoid when the key is turned. The Amp meter wire is unhooked but I don't think that matters. Oh, I also bypassed all three saftey switches. Please advise.

The problem  is bypassing the safety switches.  When you turn the key 12 volts goes to the battery side of the solenoid.  Current is then sent through all the switches and back to the solenoid and then to the started.  The click you hear or should hear when you turn the key is the electro magnet inside the solenoid.  The only way for this to work is that all the switches have to be made.  In the seat, PTO off brake on or clutch depressed. On some models the transmission has to be in Neutral too.  Once you rehook the switches back up turn the key and follow 12 volts from one switch to the other.  If as you say 12V is not at the small terminal at the bottom of the solenoid go back from there.  12v should not go to ground until the starter motor turns.  If you have 12v on one side of a switch and not the other when it is is the on position that could be your problem area.  Always start with a fully charged battery. It should read 12.6 volts when fully charged if less than that that is the first problem.  Always check all grounds to be sure they ground.  Check all connections for loose wire or broken connection.  By passing all safety switches is the worse thing to do.  They are there for a reason.  Let me know what happens.
