Small Engines (Lawn Mowers, etc.): And code numbers Briggs and Stratton 191707, briggs and stratton, engine crankshaft

I have an old Homelite riding mower with a Briggs and Stratton 8HP engine (Model:191707 Type:2522-01 Code: 89021410).  First can you explain the type and code numbers so if they are helpful in doing any cross referencing?  

The big question is that it appears the someone has disconnected the coke linkage and I see what looks like a spring dangling from another link rod (has been pulled so it looks like a string).  I can tell how this is supposed to be connected.  I also can not find any manuals that show how to connect them.  Any help would be appreciated.

The model , type and code are important.  Model number tells you the size of the engine, crankshaft configuration, starter type and more.  The type number is color;or, crank length and who they built it for.  Code is when it was built.  ALL these numbers are important.  

First the choke.  Is there a separate choke wire?  you is the directly into the  plate the choke.  To install locate the choke cable attach it to the choke.  There should be a small clamp  to hold the cable in place.  Pull the choke none all the way out, make sure the choke plate is closed tight in the cable clamp.

The spring,  I think you are talking about would be to Governor spring.  That spring would go from the governor arm to the throttle plate.  Manuals are available from Briggs and Stratton on their website.  You will need the model, type and code numbers.  Hope this helps
