Small Engines (Lawn Mowers, etc.): 6.5 hp 21 cut yardman self propelled, transmission belt, foot pounds

the mower recently went over a rock, which bent the blade and stopped the motor.  I straightened the blade but the mower wont start.  I noticed the belt seems loose.  how do I tighten the tension on the belt.

More than likely you sheared flywheel key.  You will have to remove the top of the engine, then remove the flywheel, get a new key and reassemble be sure to torque the flywheel not to 33 foot-pounds.  If the self propelled transmission belt is loose it is probably in the neutral position most transmissions drive when develop its squeeze more the transmission will rock backwards when they'll on the handle is engaged.
