Answer
One screw is high speed, one screw is low speed and one is idle.

The idle screw is what is used for a throttle stop so the saw will idle without dyeing or the chin turning.

High and low speed screws are different.  GENTLY seat the screws. Open both 1 1/2 turns to start.  If that dosen't work open the high speed screw more.

If the previous owner over tightened the screws he may have damaged the seats and screws.  I think that is a Walbro carb.  Go to their web site with the numbers on the carb for more detailed instructions and part numbers.  To get at the carb you may have to completely dissemble the saw.  Good luck.
