Small Engines (Lawn Mowers, etc.): Lawn tractor runs only with choke closed, briggs and stratton, engine vibration

I have a JC Penney Lawn Tractor - Lot/Model Number
1860C/811-3797 E206D - Serial Number 41-027-14298 - with a Briggs and Stratton 18hp.  It runs only with the choke completely closed, and then even poorly.  The fuel line is clear from tank to carburetor and I have a new fuel filter; plugs are good; what can cause it to be starved for fuel?  How does the fuel get to the engine - it's not gravity is it?  The tank is below the carburetor.  What else can I check?  Help please!!  My grass is getting long!

Hello Jim:

If the Tank is Below the Carburetor, then there is a Fuel Pump on the Engine. Send me the Model and Type or Spec Numbers Off the Engine, Please. With these I can Locate the Proper Manual and Better Assist you. The Model Numbers May be Stamped Into the Blower Housing (metal engine cover) Above the Spark Plug. The Problem you Described is Usually Caused by the Carburetor Needing a Good Soak and Cleaning or the Fuel Pump Losing Vacuum or Requires Replacing. On Some Model Engines the Fuel Pump is a Part of the Carburetor and Others have a Seperate Fuel Pump. These Fuel Pumps are Vacuum Operated and the Spring Style Clamps should be the First Item to Change when having this Problem. Use Screw Style Clamps on ALL the Hose COnnections on the Engine. This Way you Know for Sure that you are Not Going to have a Fuel or Vacuum Leak. Engine Vibration will Cause the Spring Style Clamps to Allow Air Into the Vacuum Line and the Fuel Pump Fails to Operate as Designed.
