Small Engines (Lawn Mowers, etc.): tecumseh 3.5h carberator, needle valve, metal needle

I am trying to get the engine to run.  I took the carburetor apart.  my question is does the float manipulate a seat of any kind?  I notice there is a hole above the sprung hinge.  I have a square based pin headed rectangular base that came with the bowl gasket I had to buy.  Does that pin that came with it go in the hole.  Also there was a rubber band type small gasket that came with it.  Do I use it with the Pin?  Any help would be greatly appreciated.  Thanks,  Tom

The "square based pin headed rectangular base" is called the Carburetor Needle Valve. It Regulates the Gas Flow Into the Carburetor Bowl. The "rubber band type small gasket"  is the Seat for the Needle Valve (provided this is the Short, all Metal Needle Valve) and there should be One in the Carburetor Needle Valve Port that has to be Removed before the New One is Inserted Into the Carburetor Needle Valve Port. There should be a Clip the Connects to the Ball on the Top of the Needle Valve and this Slips Over the Lip of the Float Needle Valve Actuator. You can View a Breakdown/IPL of this Engine at this Site Addy, http://www.outdoordistributors.com/ and Select the T. Then Select Tecumseh. Then Select Don't have Part Numbers. Then Enter the Model Numbers. Then Select your Model and Download the File for Online Viewing. If you Hit a Snag or this Does Not Correct the Problem,  I am Here if You Require More Assistance.
