Small Engines (Lawn Mowers, etc.): belts on lxt-1842, deck height, lxt

The belt on this mower is to loose to engage unless the deck height is all the way up.  Is there any way to tighten the belts.  The belts are in good condition.  Do the stretch as the age?

There should be a idler pulley with a large spring attached to it.This pulley take up the slack in the belts. If the belts are new and can't be adjusted then your best bet is to have the belts replaced with new ones.
