Small Engines (Lawn Mowers, etc.): honda ht3813 tractor engine froze, crankshaft pulley, honda ht3813

in the midst of cutting, the engine froze on honda ht3813. unable to move fan forward or reverse. will not jump. any ideas?  thanks.

Was the Crankcase Oil at the Proper Level? Remove the Belts from the Crankshaft Pulley and Try to Turn the Engine. Does it Turn with the Belts Off? If No, then Remove the Spark Plug/s and Try to Turn the Engine. Does it Turn? If No, then the Rings may have Seized, the Connecting Rod May have Broken or the Internal overnor May have Broken and Locked the Engine.
