Answer
Hello Jerry:

Since you have Replaced the Carburetor it is a Non Issue, Unless you Purchased a Bad One. Very Unlikely but it Happens. I will Assume the Carburetor is Good. Check the Gas Tank Cap and Ensure it is Venting the Tank. Check the Fuel Pump. It May be Bad and Gas is being Sucked Into the Crankcase from it. From your Description it Sounds like the Fuel Pump is Bad. You can View a Breakdown of the Engine at this Site Addy; http://www.buykawpower.com/kmcb2c/main.jsp and Select View Parts Catalog. Select 4 Stroke Engines. Then Select your Engine from the Engine List. Your Engine is on Page 3. Then Select the Section of the Engine you Wish to View. If you Hit a Snag or this Does Not Correct the Problem,  I am Here if You Require More Assistance. Hope this Helps. Let me Know What Happens, Please. May the All Mighty Bless You and Yours. Thanks.

Good Luck
