Small Engines (Lawn Mowers, etc.): riding mower help, float bowl, gas tank

I have a sears riding mower after I was done mowing I was washing down the mower under hood etc.  After that it would not start.  I noticed there is a gas leak out of a little hose that goes from the gas tank to the engine.  Could that cause the mower to not start?  Could really use some advise.  My husband is no help with this stuff.  Thanks hope to hear from you soon.

Water may have gotten in the carburetor.  Try draining the carburetor by remove the float bowl nut located on the bottom of the carburetor.  When you remove the nut fuel should start flowing out from the bottom of the carburetor.
