Small Engines (Lawn Mowers, etc.): not firing, briggs and stratton, hp briggs

i have a 16 hp briggs and stratton engine.model #326431. type 0139-01. code 7303081 it has good spark and it has good fuel but it just wont fire.  even if i pour more fuel in the spark plug hole it seems like it burns it up but it never really fires.  is there a timing adjustment or is it sparking on the wrong stroke(i thing it is a four stroke).I am pretty good at this stuff but i just cant figure this one out.  pls tell me what you think i should try, thanks.

The Flywheel Key Times the Plug/s Firing During the Compression/Power Stroke. If the Flywheel Key is Damaged, then the Plug/s Fire Out of Time with the Piston and the Engine will Not Start. You can View a Breakdown/IPL of the Unit at this Site Addy; http://www.briggsandstratton.com/maint_repair/manual_and_more/doclist.aspx?categ... and Enter the Model Numbers (326431) and Type Numbers (0139) in the Appropriate Boxes and Click GO. Then Select Download PDF. I Suggest you Check the Flywheel Key and Replace it if Required. ***Remove the Blower Housing (metal engine cover). Remove the Flywheel Nut or Starter Cup (Depends on the Model). Now Attach a Steering Wheel Puller to the Flywheel Using the Threaded Holes in the Flywheel. Tighten the Puller. Now Hit the Puller with a Hammer. Repeat this Procedure Until the Flywheel Pops Up or can be Lifted Off the Crankshaft. On Some Models you Can Not Use a Puller and Must Use a Pry Bar and a Pipe Cap that is Slightly Larger than the Crankshaft. Place the Pipe Cap Over the Crankshaft to Protect it. Place the Pry Bar Under the Thick Section of the Flywheel and Pull Up Against the Flywheel. **BE CAREFUL  DO NOT PUT A HOLE IN THE BLOCK UNDER THE FLYWHEEL** Now Hit the Pipe Cap that is on the Crankshaft (covered with the Pipe Cap). Repeat the Procedure Until the Flywheel can be Lifted Off the Crankshaft. *** If the Flywheel Key is Good, then Check the Compression.
