Small Engines (Lawn Mowers, etc.): choke, control arm, 7mm

hello eric. i have a kawasaki fh381v motor on garvely walk behind. my question is i cleaned carb put on new throttle. i do like the manual says and push lever until two holes line up and put in 6mm bolt and pull throttle and tighten screw. my problem is the choke won't close i also done like the manual says and push lever until 2 holes line up and put in 6mm bolt and turn screw behind plate until get 2.7mm cleareance and turn back 3-7/8 turns. but the choke still won't close. maybe u know of a different way. are you suppose to do this with the handle in certain position i tried to do it in idle position and the handle won't move. any help would be appreciated. there is 3 positions idle bottom fast middle choke top.

I usually set the lever to Choke and adjust cable to close the choke.  To ensure the adjustment will last, set the cable to Choke, back it off just slightly, then adjust the cable to close the choke.

If you having difficulty, move the throttle/choke control arm by hand to ensure nothing is binding.  It is possible the choke linkage may need some tweaking to properly close the choke.
