Small Engines (Lawn Mowers, etc.): simplicity mower, crank shaft, electric clutch

I have a 1995 Agco Allis (Simplicity) mower with a 16hp twin cyl. vanguard engine model 303777-type 0411-01, code 9408 811...I have two questions. Its leaking oil out around the pulley shaft, can I change the seal by just dropping the electric clutch or do I have to pull the motor? The 2nd question is electrical...some times when you try to start it and it doesn't run  the starter?? sticks in and buzzes for about 30 seconds and then something clicks and then its okay. the only way I can get it to quit buzzing is disconnect the battery. Any help would be great ..could you email me your response...... thank you

Yes can pull the seal out with out removing the engine,just make sure you replace the bearing also,believe me it is worth the money and time. Rather than it go bad and damage the crank shaft.

With the starter problem you may have a bad solenoid
