Small Engines (Lawn Mowers, etc.): mower engine races, briggs stratton, enduser

Question
I have a MDT 12.5hp Briggs Stratton #289707-0121.  While mowing the engine suddenly began to race.  Even when the throttle is reduced, it keeps racing like on full throttle.  When I push the throttle on full, it slows & runs rough (I think I am flooding it then).  I read a comment about adjusting the interior governor clockwise & counterclockwise but that didn't work.  I noticed a comment about a governor gear seizing.  How do I find that gear?  Or could my problem be in one of the needles or float in the carburetor?  Thank you.

Browse the sites above.  The last site is the Briggs site that describes how to adjust the governor.

Briggs governors are very reliable.  Make sure the governor spring did not break or come loose.  Also, make sure the carburetor butterfly and associated linkages are not binding.  I have seen both of these problem cause over speeding.

Let me know if the websites help.
