Small Engines (Lawn Mowers, etc.): gas in oil (not float valve) enginge wont idle down, snapper rider, throttle shaft


Question
I have a Snapper rider with a 10 HP B&S model 28A 707 Type 0122-02.  There is gas leaking into the crankcase.  The float and float valve looked fine but I replaced them anyway (twice) without success. Finally, I put a shutoff valve in line just so I could get through the season.  However, late in the season, I began have a second (i suspect related) problem.  Once the engine is  started and warmed, it will not idle down.  In fact it wants to run at near full throttle.  Nothing wrong with the throttle linkages.  Any thoughts would help save me from driving this thing into the river.

The Gas in the Oil May have Caused the Internal Governor to Break. Try Resetting the Governor and Make Sure All the Linkage and Springs are Connected to the Carburetor and Governor Arm. 1-  If you Removed the Governor Arm to Remove the Carburetor, then Reset the Governor. **To Reset the Governor; Loosen the Governor Arm Bolt and Turn the Governor Shaft Clockwise Until it Stops. Using the Governor Arm Hold the Carburetor to Full Throttle. Now with the Shaft Full Clockwise and the Governor Arm and Carburetor Held at Full Throttle, Tighten the Governor Arm Bolt. If the Engine Still Runs Full Throttle, then Reverse the Rotation of the Governor Shaft, but Still Hold the Carburetor at Full Throttle with the Governor Arm. If it Still Runs at Full Throttle, then Check the Internal Governor.** 2- **The Throttle Cable Attaches to the Throttle Control Bracket. The Cable Moves a Slide that Moves a Pivot. The Pivot has the Spring  Attached to it and to the Governor Arm. The Solid Link Connects to the Governor Arm and goes to the Throttle Shaft on the Carburetor.  When the Throttle Cable is Moved it Moves the Pivot and the Pivot Pulls the Spring. The Spring Pulls the Governor Arm and the Governor Arm Moves the Throttle Shaft. Usually the Spring is in the Lower Hole in the Governor Arm and the Solid Link is in the Top Hole of the Governor Arm.** You can View a Breakdown/IPL of this Engine at this Site Addy, http://www.smallenginepartswarehouse.com/parts.asp and Select the Shop Online Parts Look Up. Then Select the Model Tab. Then Select the OEM and Enter the Model Numbers (5 or 6 Digits) and Type Numbers (first 4 digits Only). Example: 28A707-0122. Then Double Click on the Model in the Results Area. Now you can Select the Section of the Engine you Wish to View.
