Small Engines (Lawn Mowers, etc.): engine fails to idle or run slow, grounding wire, valve seat

Tecumseh, H30-35387S. Acquired troy-built tuffy tiller from my father.
Engine will only run at max with ½ choked.
Cleaned carb with no change.  Installed new carb from Outdoor Dist.
Engine still  runs at max and only at 1/2 choke. Dies (almost like a kill switch) when unchoked or throttle is minimized the least little bit. (throttle grounding wire is disconnected).

What is the Compression? If Less than 80psi, then the Engine May have Idling and Running Problems. Using the Choke Makes the Low Suckson (due to low compression) to Draw Enough Gas to Run, even Though Not Properly. Low Compression can be Caused by; 1- Bad Rings. 2- Burnt Valve or Valve Seat. 3- Sticking Valve. Did you have the Governor Arm Disconnected from the Governor Shaft? If Yes, then Reset the Governor First.  If you Removed the Governor Arm to Remove the Carburetor, then Reset the Governor. **To Reset the Governor; Loosen the Governor Arm Bolt and Turn the Governor Shaft Clockwise Until it Stops. Using the Governor Arm Hold the Carburetor to Full Throttle. Now with the Shaft Full Clockwise and the Governor Arm and Carburetor Held at Full Throttle, Tighten the Governor Arm Bolt. If the Engine Still Runs Full Throttle, then Reverse the Rotation of the Governor Shaft, but Still Hold the Carburetor at Full Throttle with the Governor Arm.
