Small Engines (Lawn Mowers, etc.): StatesMan Lawnmower, variable speed pulley, unit thanks

Me and my friends are working on a statesman and we cant get it to go faster than first gear its a 12hp motor and we've tried every thing we know. we cant get it to get out of first gear it isn't stuck on the shifter but maybe on the pulleys please help to the best of your knowledge

Sorry for the Delay. I had to Purchase a New PC and then Switch my Files and Records from the Old One. Also this New PC is Giving me Problems and These are Causing me to Go Offline for No Reason. This is Slowing my Response Time. There are Glitches in it. Thanks. Send me the Model Numbers Off the Mower, Please. With these I can Locate the Proper Manual and Better Assist you. However, Does this Unit have the Variable Speed Pulley for the Ground Drive System. If yes, then Check the Center Sheave and Make Sure it is Moving Freely. There are Several Types of Ground Drive Systems and I can Assist you Better if I get the Model Numbers Off the Unit. Thanks.
