running slowly. Lawnmower quit after I added gas, thought it was old so I syphoned it out and bought new.  Still would not start.  Took out the spark plug and it was fouled.  Cleaned it and it still didn't work. Flushed the spark plug hole with new gas.  Didn't work.  Bought new spark plug still didn't work. Finally got it started but it runs very slow. Yes, a month ago it was low on oil.  I added it and it has been running fine.  When I pull on the spring it runs at normal speed. Do those need to be replaced.

Sorry for the Delay. High Winds have Downed Trees and my Electric is Out and the Darn Generator Coil went Bad. lol  Its been a Fun Past 2 Days. From your Description it Sounds like Either the Carburetor needs Cleaning or the Throttle Cable is Not Pulling the Throttle Control Bracket Properly. I Would Say the Carburetor Requires Cleaning because of the Statement; "Lawnmower Quit After Adding Gas". To View a Breakdown of this Unit Go to this Site Addy, http://www3.sears.com/ and Enter the Model Numbers (143.974500 your engine nmbers)in the Upper Left Search Box and Click Go. Then Visually Verify the Equipment and Click Continue. From this Page you can View Diagrams or Parts Lists for you Equipment. Some of the Eagle Engines have an Adjustment on the Throttle Control Bracket that May have Moved Also.
