Small Engines (Lawn Mowers, etc.): YardMan 10.5 hp Snowblower drive train, hand lever, snowblower

Hi

I purchased this snowblower in good shape from a friend.  Last time I started it up, I found that the wheels continue to turn even when the hand lever is not depressed. To make it more interesting, when the lever isn't depressed, there is some sparking going on at the point where the lever and cable meet (there is no electrical component to this assembly, so I assume that is coming from some other contact?) I opened the drive box and nothing seems obviously out of whack. I tightened the cables but that made no difference.
