Small Engines (Lawn Mowers, etc.): wont start, fuel tank cap, water in the fuel


Question
I am on my second Honda 5.5hp engine that won't start. They are both brand new from sams club on a Karcher G 2600 VH pressure washer. I took the first one back and I would like to know if spray carb cleaner will work to get it going. It is not getting fuel because I can put a small amount os gas in the carb and it will try to run until it runs out. I hate to keep taking these units back. I just want it to run. Thanks

Here is some possible problems

If the Engine will not start or is hard to start.
Possible causes:

Fuel tank is empty or shutoff valve is closed, or fuel line or fuel tank cap vent is clogged.
There is water in the fuel.
Carburetor is overchoked.
Carburetor is improperly adjusted or needs service.
Ignition system or its wiring is defective or ignition switch is off.
Deadman or other cutoff switch is open or defective.
Spark plug is fouled, improperly gapped, or damaged.
Engine compression is poor.
Operator needs to read user manual. :)

Problem: Engine starts easily but dies after a few seconds.
Possible causes:
